Under limited supervision from the Quality Assurance/Data Management Supervisor and oversight from the Quality Assurance Engineer III, within a framework of standard Company policies, plans, and procedures, audits/inspects assigned Annex 2 contract equipment,
systems and functions at various and dispersed site locations to ensure that work is being performed in compliance with the Joint Range Technical Services (J-TECH) contract requirements, the Performance Requirement Summary (PRS), Annex 2 and JT4/Arcata practices.
Works directly with the Engineering Department to ensure project completions are in compliance with the Joint Range Technical Services (J-TECH) contract requirements, the Technical Requirements Document (TRD), Annex 2 and JT4/Arcata practices.
Essential Duties & Responsibilities:
Perform tasks necessary to conduct Activity, Technical, Receiving, System, and Special Inspections of equipment, systems, and services.
Develop/update standard audit/inspection check sheets for all areas to be audited or inspected.
Perform Management audits for the J-TECH contract and support Arcata ISO audits as needed.
Ensure Quality Assurance reports comply with JT3, Annex 2, and departmental practices before being submitted.
Ensure audit/inspection reports are accurate and non-conformances are cross-referenced to applicable standards and specifications, as necessary.
Ensure reports are finalized within 3 workdays of the audit/inspection conducted.
Make informed recommendations providing a basis for acceptance or rejection of corrective and preventive actions to non-conformances, observations and opportunities for improvement.
Maintain audit/inspection documentation and records IAW with JT3/Annex 2 practices.
Perform pre and post inspection analysis of equipment/systems or practice non-compliance.
Monitor inspections to identify trends for equipment failures or procedural non-compliances.
Provide departmental activity status as required.
Assist in the development of schedules and processes to include procedures, checklists and work instructions.
Recommend new metrics or improvements to existing metrics to be used in trend analysis or reporting on contract status.
Review and provide recommendations on contract revisions ensuring new requirements are identified and included in the Quality Management System.
Review updates to external documents for impact on the Quality Management System.
Recommend initiatives to improve the Quality Management System.
Provide configuration audits of all Annex 2 systems and equipment, as necessary.
Participate in Project related activities such as out of state travel to vendor facilities, shift changes to accommodate mission schedules, working with peers at all levels of the organization, and interfacing with customer representatives as necessary.
Accomplish training requirements on schedule.
Other Related Duties:
Aid in identifying, investigating, and eliminating safety hazards.
Aid in identifying security concerns.
Aid in indentifying training concerns.
Prepare periodic and special reports as required.
Perform related work as required.
Education: Associates degree in a field related to Quality Assurance, or equivalent education and experience.
Experience: Must have a minimum of four years related experience, one of which must be with quality control/ quality assurance methodology.
Use Microsoft Office and other appropriate computer software for document production.
Understanding of communications and electronic equipment and systems.
Ability to clearly communicate with all levels of the NTTR Organization.
Knowledge, Skills, and Abilities Required for this Position:
Knowledge of Quality Assurance/Control methods, techniques and procedures. Ability to read and interpret schematics, plans, manufacturer's manuals, Government procedural documents, management reports, and other similar documents.
Ability to research technical data, including Government Technical Orders and Manuals, and prepare reports/recommendations.
Ability to set up and maintain accurate records and files in support of Quality Assurance efforts.
Ability to coordinate and prioritize a variety of activities and projects.
Ability to understand and carry out a variety of complex and technical/administrative instructions.
Ability to research Federal, State, DOD, military regulations, standards and guidance.
Ability to communicate tactfully and effectively in both oral and written form with managers, technicians and similar individuals.
Ability to establish and maintain effective work relationships, while exercising objectivity, with those contacted in the performance of this position.
Ability to perform moderate physical tasks as required.
Ability to operate computers to input and retrieve data accurately.
Ability to travel overnight as required to satisfy J-Tech contract, training, and employee development requirements. Mode of transportation required is dictated by the J-TECH contract.
Ability to climb stairs and communication towers as required.
Ability to act independently, with limited supervision, in executing job requirements.
Ability to work as part of a team in executing project requirements
Ability to lift up to 40 lbs.
Ability to traverse rough terrain.
Ability to travel by helicopter to remote locations.
Ability to travel domestically and stay overnight as needed.
LICENSES OR CERTIFICATIONS:
Must possess and maintain a valid Nevada driver’s license.
Must obtain and maintain a Secret security clearance.
Must obtain and maintain a NTTR Tower Climbing Certification.
