Description/Job Summary

Summary:
 
The Engineering Manager is accountable to the RF&ESS Program Manager for management of the engineering team on the RF&ESS contract.    This position receives guidance from the Program Manager.  Work is reviewed for compliance with accepted practices.
 
Essential Duties & Responsibilities:
 
Manages the Engineering Department ensuring the staff adheres to proper engineering practices in engineering system design, development, testing, documentation and integration.  Directly interfaces with the Armstrong Flight Research Center Systems Engineering Branch Chief for coordinating engineering and maintenance support tasks and to ensure the quality and timeliness of the services.  
Manages hardware and software engineering for the Range systems to include tracking, prioritizing and controlling work and coordinating interrelationships 
Supervises, assigns and evaluates the work of employees in the department.  Provides direction, establishes objectives, assigns responsibility and timetables to ensure the successful accomplishment of assigned tasks and projects.  Responsible for employee evaluations, approving employee timecards, employee training and development plans, timely completion of employee training assignments, quality procedures and work instructions implementation and continuous improvement of engineering processes. 
Interviews candidates for open positions.  Recommends candidates for hire.   
Supports internal and external ISO audits.  
Ensures proper resource allocation (equipment and staffing) for the department.  Projects and defines required sources for the department’s performance on the RF&ESS contract.  Develops task plans for ID/IQ (Indefinite Delivery/Indefinite Quantity) orders. 
Oversees engineering analysis to determine that existing or proposed Range systems are reliable, feasible, supportable, compatible with other systems, and affordable. 
Directs interaction between the customer, subcontractors and RF&ESS contract personnel for all Engineering Department activities. 
Responsible for tracking, documenting and evaluating functional performance against Engineering Department metrics and providing a monthly metrics evaluation report to the Program Manager and upon request, to the customer. 
Participates in the DATR (Dryden Aeronautical Test Range) Configuration Control Board meetings. 
Proposes new processes based on innovations or in response to negative trends observed during project tracking analysis.

Performs other related duties as required.
 
Qualifications: 
Education: Bachelor’s Degree in Computer Science, Electrical Engineering, Mathematics or a closely related field.
Experience: Minimum of 10 years of related work experience, including at least five years of engineering project management experience.  Minimum of three years of senior management experience.

Knowledge, Skills, and Abilities Required: 
Experience with software programming languages such as C, C++, C#, or FORTRAN. 
Knowledge of flight research and telemetry systems
Ability to obtain and maintain a Government Security Clearance.
Ability to read, write and understand English.
Must possess a valid driver’s license.

General knowledge of:  Finance, including the ability to read and understand Company financial data such as budgets.  
Ability to:   Manage a technically diverse workforce.  Effectively present technical information to various audiences, ranging from the customer to the RF&ESS senior management team. Effectively organize and prioritize workloads.   Communicate effectively in both oral and written form.   Establish and maintain successful work relationships with those contacted in the performance of this position. Analyze and resolve problems. Direct, supervise and evaluate the work of all levels of employees.  Effective use word processing, project planning and spreadsheet software programs such as Microsoft Word, Project and Excel.  Meet deadlines. Work in a team environment. Perform work in an ISO compliant/certified environment.
